IASP 2025 World Conference Concluded Successfully in Beijing with 42 Sino-Foreign Collaboration Projects Signed

In this autumn, Beijing has seen an upsurge of innovation and collaboration. The ​International Association of Science Parks (IASP) 2025 World Conference​​ drew to a close at the China National Convention Center on September 19. Spanning five intensive days of agenda, the Conference, themed “Elevating Excellence – Innovation Spaces Driving High Quality Development”, has successfully established a global platform for open dialogue and actionable cooperation among global science parks. By culminating a number of cooperation projects and releasing the IASP 2025 Beijing Zhongguancun International Science Park Innovation Cooperation Initiative, the Conference has amplified Zhongguancun’s role in co-building the international science park innovation community.

Index Release: Polishing the “Gold-lettered Signboard” of Zhongguancun

At the Conference, the Zhongguancun Index 2025 was released, comprehensively showcasing Zhongguancun’s achievements and future trends as China’s flagship innovation hub. According to statistics, the ​​Zhongguancun Composite Index​​ has continued its upward trajectory, surging by 32.7% year-on-year to ​​362.1​​, and marking an average annual growth of ​​12.4%​​ since the baseline year. The five sub-indices have maintained growth momentum, suggesting that Zhongguancun has taken a new step forward in innovation development. To deepen international guests’ understanding of Zhongguancun, ​​seven tailored tech tour routes​​ were curated. ​​Zhongguancun Software Park, Dongsheng Technology Park​​, Life Science Park, Beihang University Science Park​​ and some other parks have warmly received guests, told them the stories about innovation and displayed Zhongguancun’s hard tech prowess. “Innovation” “very surprised” “Amazing!” …… Foreign guests have seen the deep integration between technological innovation and industrial innovation and the “China Model” that facilitates the development of new-quality productivity in these park tours, which have opened a new chapter for international cooperation at the IASP 2025 World Conference. Li Zhong, Chairman and General Manager of Regal Lloyds, analyzed Zhongguancun’s innovative practices in four areas, respectively the core mechanism, industrial chain, open ecosystem and frontier exploration. 19 Zhongguancun industrial park heads including Yang Renquan, General Manager of Zhongguancun Group, and Wu Yi, General Manager of HICOOL Industrial Park, shared their experiences.

Building Consensus: The “Zhongguancun Initiative” Sparks Global Dialogue​

The IASP 2025 World Conference systematically addressed pivotal themes including “Open Innovation Ecosystem”, “City-Park Synergy”, “High-Quality Economic Development”, and “Future Technology Trends” through ​​4 plenary sessions​​ and ​​15 parallel forums​​. Guest speakers from ​​27 countries​​, including China, Australia, Italy, Denmark, and South Africa, shared multidisciplinary and professional insights. Combining the specific conditions of their countries and regions, they collectively discussed the development path and cooperation mechanism for new clusters, and systematically displayed global science parks’ cutting-edge practices and forward-looking perspectives in ​​low-carbon smart spaces, open innovation ecosystems, urban renewal, and smart city.

As a landmark achievement of the Conference, Zhongguancun Initiative has put forward the five pillars of global science parks, “innovation, green development, intelligence, human-centric values, and openness”, with innovation as the soul, green development as the foundation, intelligence as the engine, human-centric values as the roots, and openness as the lifeline. These five dimensions, integrating and interacting with each other, have formed an interconnected and integral ecosystem, propelling science parks from traditional “industrial clusters” to ​“​sources for new quality productive forces​​”. According to IASP CEO Ebba Lund, this initiative, aligning with IASP global partners’ broad consensus, has presented a comprehensive and forward-looking blueprint that defines the future development trajectory of science parks worldwide, and, therefore, is a remarkable accomplishment.

Fruitful Outcomes: 42 Sino-Foreign Science Park and Innovator Collaboration Projects Signed​

The signing ceremony elevated the atmosphere to its peak, with 42 bilateral sino-foreign collaboration agreements​​ finalized. These partnerships spanned ​​parks, incubators, enterprises, universities, and research institutions​​, covering multiple areas such as ​​joint park development, technology transfer, talent exchanges, and co-R&D initiatives​​. The collaborations involved more than ten countries and regions including Germany, Italy, Singapore, South Korea, Hungary, Saudi Arabia, and Cuba.

Among these agreements​​, the Zhongguancun Science Park Changping Sub-Park signed memorandums of understanding with ​​Cuba Havana Science Park, Italy ​​Kilometro Rosso Science Park, ​​ Saudi Arabia Dhahran Techno Valley, and ​​Germany Potsdam Science Park to promote scientific and technological exchanges, industrial synergy, and talent interaction. Zhongguancun Science City agreed to jointly establish a sci-tech innovation collaboration platform with Singapore ​​Punggol Science Park and ​​Middle East Technical University Science Park from Turkey to support cross-border enterprise development. Zhongguancun International Holding signed multiple cooperation agreements with ​​Singapore’s Jurong Group, ​​Vietnam’s Hanoi High-Tech Park Management Committee, France’s ​​Inovallée Science Park​​, and others to establish global innovation nodes. Additionally, numerous incubators, enterprises, and research institutions reached collaborations at the Conference. For example, the ​​Zhongguancun M-Park​​ partnered with ​​Launch Rhein-Main Incubator from Germany​​, ​​Beijing Academy of Agriculture and Forestry Sciences,​ and the ​​Ethiopian Institute of Agricultural Research​​ to accelerate the commercialization of scientific and technological achievements and cross-border industrialization.

Notably, IASP introduced the ​​“Horizon Project B2B China Link”​​ for the first time, inviting tech enterprises to engage in precise matchmaking and negotiations with Zhongguancun-based enterprises in China. This initiative establishes a fast-track platform for face-to-face connections between Chinese and foreign enterprises, aiming to accelerate the implementation of cross-sectoral and transnational collaboration projects.

Flag Handover: Passing the Concept of Global International Science Park Innovation Community Building​

Amid a spirited flag handover ceremony, ​​Xu Xinchao, Deputy Secretary-General of the Beijing Municipal Government​​, transferred the IASP flag to ​​Philippe Mariani, representative of ​​Sophia Antipolis in France. It marked the official handover for the 43rd IASP World Conference to be held in Sophia Antipolis in 2026, which will continue deepening the cooperation and exchange among global science parks. IASP President Lena Miranda highly praised the organizational rigor and outcomes of the Conference. She pointed out that Beijing and Zhongguancun not only showcased their formidable scientific and technological innovation prowess but also provided globally applicable development paradigms and cooperation frameworks for global science parks. Xu Xinchao, Deputy Secretary-General of the Beijing Municipal Government​​, stated that IASP 2025 World Conference had transformed the wise consensus of global science parks into actionable frameworks for collaboration and achieved remarkable results. He also extended an invitation to global stakeholders to reunite in Beijing for the ​​2026 Zhongguancun Forum Annual Conference​​ to deepen partnerships and explore future growth.

While the IASP 2025 World Conference has concluded, the global science park innovation cooperation is ushering in a new chapter. With Beijing as the starting point and Zhongguancun as the bridge, the ​​global innovation community​​ is poised to embark on a new era of high-quality development.
